The Stability and Growth Pact: Any Need for Revision?

The Stability and Growth Pact (SGP) has come in for severe criticism recently and has even been labelled "stupid" by the supposed guardian of its provisions, President of the European Commission Romano Prodi. A member of possible refinements have been proposed by several governments notably those of France and the United Kingdom as well as by many academic economists. Since most of these proposals have been ably surveyed and evaluated in a paper by Buti, Eijffinger and Franco (2002) which has been made available to EMAC I shall concentrate on a brief statement of my own views with special emphasis on the historical motivations for fiscal rules in the EU and replies to (some of) the questions put to our panel by the EMAC Secretariat.
